Understand the route before evaluating the request.#

OpenAI’s published Data Partnerships announcement describes interest in non-public datasets across several formats and distinguishes public and private collaboration approaches. It says the program is not seeking sensitive or personal information or information belonging to a third party. That announcement demonstrates a real route to discuss data; it does not establish current demand for your particular records, pricing or a relationship with Data Specialists.
AWS Data Exchange documents a marketplace model in which providers prepare products and offers, with options including subscription verification and custom offers. A marketplace is a distribution mechanism. The owner still needs to evaluate the data, rights and economics of the specific transaction.
Verify the counterparty through a separate channel.#
Start with the legal entity that would sign, its official website and the person’s role. If the request arrived through an unsolicited message, independently reach the organization through an established contact route before disclosing anything sensitive. An email signature or copied logo is not independent verification.
Ask the intermediary to describe its role in plain terms: introducing parties, preparing data, evaluating it for a buyer, buying a license itself or redistributing access. Different roles create different questions. Record who may see the sample, who can approve a purchase and who owes payment.

- Will other reviewers, subcontractors or prospective buyers receive access?
- Who issues the offer, applies acceptance criteria and pays invoices?
- What happens to the sample if the transaction does not proceed?
Replace “we need data for AI” with a defined evaluation.#
Ask what the recipient is trying to learn from your collection. A format check, a capability evaluation and model training are different activities. The answer should be specific enough for your team to decide which records are relevant and which rights would need review.

The agreement checklist turns these answers into a review record. Keep an answer marked as unconfirmed until the actual terms support it. A verbal assurance and a written obligation are not the same evidence.
Use stages so the work matches the evidence.#
- Description: share a business-level brief and questions without source records.
- Fit discussion: confirm the use, recipient, required scope and commercial role.
- Evaluation agreement: document the sample purpose, permissions and handling conditions.
- Approved sample: prepare only the reviewed scope and record the delivery version.
- Written proposal: compare acceptance, economics and license rights.
- Final review: complete the required approvals before a larger release.
These stages are a suggested operating sequence, not a promise that a buyer will follow it or complete a transaction. If a prospective recipient insists on broad access before describing its purpose or identity, pause and take the request to the appropriate reviewer. You can decline an undefined request while remaining open to a specific proposal.
Keep a simple decision log.#
For each conversation, record the counterparty, collection version, open questions, next decision and responsible person. Separate commercial interest from an actual offer. Keep proposed amounts labeled as indicative until the conditions are written and understood.

Do not assume so. Confidentiality and permitted use are different questions. Have the evaluation purpose and allowed activities reviewed in the relevant agreement.
Should we pay to clean an archive before a buyer is identified?
Start with bounded inventory work and a budget. A full preparation project should have a defined purpose, scope and decision point; otherwise it is difficult to judge whether the effort is justified.
